An
avid photographer, Billy was a history buff with a special interest
in the preservation of Civil War battle sites. A friend described
him as "someone who was never in a bad mood." He loved nothing
like making new friends but never abandoned old ones. A bachelor,
he was beloved by his many nieces and nephews and friend's children
as "Silly Uncle Billy." A lifeguard for 25 years, he helped save
many bathers from drowning. A proud son of the late Deputy Chief
William F. Burke, Sr., Captain Burke of Engine 21 led his men
into the North Tower and in the time-honored tradition of the
FDNY, was the last to attempt to leave. All his men survived.
Aware of the collapse of the South Tower, Captain Burke reported
this to several companies and they successfully evacuated. Captain
Burke remained behind to assist a quadriplegic man and his friend
